The Philippines department of public works and highways has invited comparative proposals for construction of the US$422 million Tarlac-Pangasinan-La Union Expressway extension project.

The project on Luzon island is a design-finance-construct-operate-maintain contract for a nearly 60km four-lane tolled road under a 34-year concession. Submissions should be made by March 15.

The 89km-long Tarlac–Pangasinan–La Union Expressway (TPLEX) opened in phases starting in 2013. It  connects the central Luzon region with the Ilocos region. From its northern terminus at Rosario to its southern terminus at Tarlac City, the expressway cuts through the various provinces in northern central Luzon.

The extension, starting from existing expressway in the town of Rosario will run to the town of San Juan, both in the La Union province. The goal is to boost development in the northern Luzon are and improve connectivity to the central region of the island and the greater Manila area.

Luzon island in the northern region of the Philippines archipelago and is the largest and most populous island in the country. It is the Philippines economic and political centre and has the country’s capital city Manila, as well as Quezon City, the country’s most populous city. With a population of around 64 million, it contains just over half the country’s population.
