Spain is suffering from a serious deficit in funding for road maintenance, upgrades and construction. The country’s road association, AEC, says that the deficit has now topped €13 billion.
Unless a new funding stream is secured, the deficit is expected to grow further.
Spain had a planned road development budget of €1.5 billion in 2025. This topped the healthy €1.33 billion for 2009 and €1.371 billion for 2022.
But the backlog of works needing to be carried out continues to grow. Spain’s roads budget has been topped up by European Next Generation funds. But this source ends in 2026.
