ASECAP has appointed Christophe Boutin as president for the year 2026, following the decision by the association’s General Assembly in Rome last month.
ASECAP – Association Européenne des Concessionnaires d’Autoroutes et d’ouvrages à Péage – is the European Association of Operators of Toll Road Infrastructures. The network of its national members covers than 82,700 km of toll motorways, bridges and tunnels across 17 countries.
Boutin is executive director of ASFA, the French Association of Toll Motorway, Tunnel and Bridge Infrastructure Companies. ASECAP said his appointment comes at a pivotal moment for the European road infrastructure sector, as toll road operators play a key role in delivering EU transport, climate and connectivity objectives.
Boutin is a graduate of the École Polytechnique and École nationale des Ponts et Chaussées in France. His leadership will be instrumental in strengthening ASECAP’s contribution to the European Green Deal, the TEN-T policy framework and the Fit for 55 package, while fostering constructive dialogue with European Union institutions on resilient, sustainable and user-funded transport infrastructure.
In addition to his role at ASFA, Boutin is a board member of the International Bridge, Tunnel and Turnpike Association (IBTTA). He is also president of the European Facilitation Platform (EFP) which supports the deployment of the European Electronic Toll Service (EETS) and interoperability across the European Single Market.
Boutin stated he is committed to building on the work of his predecessors to further reinforce ASECAP’s engagement with European institutions and stakeholders. He will work to further promote the user-pays principle as a sustainable financing model and support long-term investment in safe, resilient and climate-aligned road infrastructure across Europe.
ASECAP member countries are Austria, Croatia, Denmark, France, Germany, Greece, Hungary, Ireland, Italy, Morocco, Poland, Portugal, Serbia, the Slovak Republic, Slovenia, Spain and Turkey. Around 130 companies manager their toll roads. ASECAP also has three ‘Industry Group Partners’ – Kapsch, Kontron and Etika Consulting.
