£1.2 billion contract in UK capital, London

FM Conway will work with WSP to deliver a highways contract for Westminster City Council in the UK capital, London. The contract, awarded for an initial 8.5-year term with the option to extend for a further four years, has an estimated total value of £1.25 billion over 12.5 years. The agreement covers the design, construction, inspection and maintenance of Westminster’s public highway assets, including carriageways, footways, street lighting, drainage, bridges and structures, as well as regulatory functions.

The company will deliver the scope of works with assistance from a network of specialist local partners. FM Conway’s capability to deliver maintenance and upgrades across Westminster’s complex and historic infrastructure will be strengthened by the global resources of the Vinci Group.

Collaboration has been the foundation of the relationship between the City of Westminster and FM Conway. Key projects include the Strand Aldwych upgrade and advances in sustainable infrastructure such as the road surface installed on Elmfield Way with a UK-best 92% recycled content. FM Conway’s pioneering low carbon model will help realise shared net zero targets and climate resilience across Westminster.

Continuing the professional partnership with FM Conway, WSP will lead on the public realm design, flood risk management, and road safety aspects of the contract, utilising experience delivering complex urban infrastructure projects in dense city environments, a track record in sustainable drainage and flood mitigation, and understanding of highway safety and public realm best practice. WSP’s relationship with FM Conway, combined with familiarity with Westminster’s streetscape and stakeholder requirements, will support delivery and value according to the firm.
